Tribal Constitution Amendments and Revision
KIVA has the expertise to provide advice and guidance to tribal nations in improving their existing tribal constitutions, ordinance and organizational structure. This involves analyzing current tribal organic documents, tribal organizational structure and relationships with outlying tribal communities (districts and villages); and analyzing present constitutional provisions that may inhibit true tribal governance. Service involves community outreach to garner input from tribal communities, organizations, leadership; and formulating a proposed draft tribal constitution and organic documents for tribal community response and feedback. It involves continuing tribal community involvement in the finalization of a draft tribal constitution that will receive tribal council endorsement by the way of a tribal council resolution. Service involves close coordination with the Secretary of Interior; and assistance to the Bureau of Indian Affairs in conducting the formal Secretarial Election. It involves performing follow up activities once a Secretarial Election is completed, such as training for tribal council, leadership; and communities. It involves performing reviews of, and revisions of existing tribal organic documents to reflect the new tribal constitution.
Strategic Planning in Indian Country
Facilitating and assisting tribal nations and tribal organizations develop or update tribal strategic plans, with special emphasis on identifying tribal cultural values and developing culturally relevant vision and mission statements. KIVA’s services in developing tribal strategic plans focuses on capturing traditional values and beliefs. This involves a look back to the traditional knowledge, teachings and values; and relies heavily on the wisdom and teachings of elders, oral history and traditional knowledge. KIVA’s facilitators are tribal members with roots to traditional teachings and values, with years of experience in tribal governance and federal programs.
Community Development and Capacity Building
KIVA provides a variety of services to promote tribal capacity building. Services include organizational development, supervisory and leadership training, community development including land use planning and infrastructure development. Services may include assistance in organizational budget development that is tied to the community’s strategic plan; and seeking and securing funding to implement the plans and projects.
